First, you need to build the Repair Bench. For that you have to unlock it by spending a point in the Technology menu. Once you’ve done that, select a suitable area where you can construct it.
Bear in mind that the Repair Bench does require 10x Wood and 10x Stone for it to be fully built. Pals assigned to your base can also help you with the process.
